David N. Baker is Of Counsel to Sapronov & Associates, P.C. and is the new Managing Director of Sapronov & Butler Government Affairs. He is an attorney and former elected official with extensive experience representing Internet, communications and technology interests before federal, state and local legislators, regulators and courts.

Mr. Baker is a former Commissioner and Chairman of the Georgia Public Service Commission. He was elected statewide to this office, where he helped bring competition and deregulation to the telecommunications, energy and transportation industries in Georgia. While on the PSC, Mr. Baker served on the Transportation Committee of the Metro Atlanta Chamber of Commerce and was appointed by the Federal Communications Commission (FCC) as one of four state commissioners nationwide to serve on the Federal-State Joint Board on Universal Service.

Mr. Baker next served as Vice President, Law and Public Policy for EarthLink, where he led government and regulatory affairs for one of the nation's largest Internet service providers. He represented the Company before Congress, federal agencies such as the FCC, FTC and Department of Justice, federal courts, state legislatures, state public utility commissions and local governments. He has extensive media relations and public speaking experience and has testified before Congress on telecommunications law, broadband deployment, voice over IP, spam, spyware, file sharing, copyrights, industry mergers and data retention.

Mr. Baker was appointed by Georgia Governor Sonny Perdue to serve on the Governor's Telecommunications and Technology Task Force and was appointed by the Georgia General Assembly to serve on its Advisory Panel on Emerging Communications Technologies. He was also appointed to serve on the Board of the Universal Service Administrative Company, which oversees the $7.5 billion Federal Universal Service Fund.
