NTIA and RUS Issue Second Notice of Funds Availability (NOFA) for Recovery Act Broadband Stimulus

On January 15, 2010, the National Telecommunications and Infrastructure Administration (NTIA) and the Rural Utilities Service (RUS) issued their second Notice of Funds Availability (NOFA) for the broadband stimulus portions of the American Recovery and Reinvestment Act of 2009 (ARRA or the Recovery Act).

The Recovery Act provides a total of $7.2 billion for broadband deployment, adoption, mapping and related services. NTIA will distribute $4.5 billion in grants and RUS will allocate $2.5 billion in grants, loans and grant/loan combinations.

The first NOFA authorized $4.0 billion in grants and loans, with $1.6 billion to be distributed by NTIA and $2.4 billion to be distributed by RUS. The first 18 awards across the nation, totaling $182 million, were announced on December 17, 2009. NTIA announced four more grants worth $63 million on January 20, 2010. Awards will continue to be made on a rolling basis, with approximately $2 billion in awards from the first NOFA expected to be announced in February 2010.

Although (or perhaps because) less that $250 million of the $4.0 billion authorized in the first NOFA has been awarded, NTIA and RUS announced on January 15, 2010 their second NOFA authorizing $4.8 billion in broadband funding.

Applications for the second round of funding must be submitted between February 16 and March 15, 2010. Second-round awards are targeted to be announced in June or July, 2010. All funds must be committed by September 30, 2010.
